ОБСУЖДЕНИЕ В ЛИГЕ НАЦИЙ ПРОЕКТА КОДИФИКАЦИИ МЕЖДУНАРОД-НОГО ПРАВА 1930 ГОДА
Гаагская конференция 1930 года была самым масштабным проектом Лиги Наций по содействию кодификации международного права. В период экономической депрессии перед мировым сооб-ществом встала проблема разоружения. В статье рассматриваются причины неудачи конференции. Во-первых, рассматриваются условия, которые содействовали активному участию юристов международного уровня в разработке программных документов. Во-вторых, рассказывается о судьбе Конференции, подчеркиваются проблемы процедурного определения мероприятия и основные разногласия между представителями. Цель настоящего исследования — дать общее представление о проекте и его «расследовании» в Гааге, сосредоточив внимание на 1) эволюционном моменте, которого Лига Наций должна была достичь в сознании сообщества, и их взаимосвязи, с утверждением кодификации в качестве цели; 2) работа Комитета, назначенного Лигой Наций, и развитие Конференции 1930 г. и 3) последствия результатов проекта и их влияние на дебаты среди юристов в среднесрочной перспективе, особенно в контексте переосмысления формулы Организации Объединенных Наций. Наконец, подводится итог существующим разногласиям по поводу источников, национального характера и целей, которое должно было представлять международное право.

DISCUSSION OF THE DRAFT CODIFICATION OF INTERNATIONAL LAW IN THE LEAGUE OF NATIONS IN 1930
The Hague Conference of 1930 was the largest project of the League of Nations to promote the codi-fication of international law. During the period of economic depression, the world community faced the problem of disarmament. The article discusses the reasons for the failure of the conference. First-ly, the conditions that facilitated the active participation of international lawyers in the development of policy documents are considered. Secondly, it tells about the fate of the Conference, highlights the problems of the procedural definition of the event and the main differences between the representa-tives. The purpose of this study is to give an overview of the project and its "investigation" in The Hague, focusing on 1) the evolutionary moment that the League of Nations was supposed to achieve in the consciousness of the community, and their relationship, with the approval of codification as a goal; 2) the work of the Committee appointed by the League of Nations and the development of the 1930 Conference. and 3) the implications of the project results and their impact on the debate among lawyers in the medium term, especially in the context of rethinking the United Nations formula. Final-ly, the existing disagreements over the sources, national character and objectives that international law was supposed to represent are summarized.
